RAISE continues to develop and over the last couple of months a lot of work has been done to stabilise the system, a few points of note:
Question level analysis (QLA) templates to allow schools to upload optional test results into RAISEonline are now available for years 3, 4, 5, 7 and 8. Templates can be downloaded through the Data management area on RAISE. There is an on-line tutorial in RAISE for QLA. Reporting and analysis for QLA and end of key stage test templates are due for release in the near future.
RAISE has introduced a password "lockout" - After 3 failed attempts you will be locked out the system (good news I hear you say!). The administrator will need to contact
enquires@ofsted.gov.uk to be unlocked, other users can be reset by the school's administrator.

DATA RELEASE 2008

At the current time there is no released timetable for the RAISE data for 2008, although I believe there is a desire for it to be available for Autumn Term Target setting. Last year you will remember the data arrived as follows:
Key Stage 1 & 2 - 12th November 2007
KS4 - 10th December 2007
KS3 - 18th January 2008

TARGET SETTING AUTUMN 2009

The DCSF will be issuing their Guidance to LAs in August as in previous years and I expect it to focus on:
the proportion of children making 2 levels of progress in English and Maths
the % of children reaching the expected levels in English and Maths and for KS4 - 5 A*-C incl. E&M.
It is worth noting the new Ofsted Consultation document for 2009 suggests that indicators will be set "so that schools and inspectors know what has to be achieved in order to be judged Outstanding or Good, and what constitutes Satisfactory." Ofsted "will set indicators that define minimum standards for learners outcomes, such as KS2 results and the proportion of 5 A*-C incl. E&M."
This is consistent with the announcement today from the DCSF that 638 secondaries face closure if their standards (5 A*-C incl. E&M) don't increase to above 30%.
The DCSF, as part of the target setting guidance, are likely to direct LAs and Schools to use RAISE as the main tool in the target setting process, and so it is important that schools ensure the necessary staff are appropriately briefed and trained for this process.
