Cocentra have for the past year supported Sandwell Metropolitan Borough Council BSF programme.  He has provided technical advice and represented the ICT workstream throughout all procurement phases undertaking detailed dialogue with bidders, challenging bidder proposals to seek innovation, sustainability, best value and transformation for the Council.  Using his experience he has implemented innovative approaches including: §       Detailed, dynamic cost modelling capable of appraising sustainability; §       Implementing at ITCD stage a raising of requirements from bidders through the concept of a transformation model §       Delivering a increased levels of bidder engagement with the Council through to selected bidder These approaches have supported the Council and have supported the complex marking process.
